[users at bb.net] Waterfall and Console Views in Buildbot v9

So I see that configuration of the authorization resolves the UI element.
Adding in the web auth config example:

   - http://docs.buildbot.net/latest/manual/cfg-www.html#web-authentication

causes the login form to load.

Modifying the settings for the Waterfall view tweaks a bit what appears,
but it still seems a bit off.

I guess I should probably look into tweaking that on my own.

And maybe the console view is similarly related to this ticket?
