[devel at bb.net] Removed posting permissions on Trac

I saw exarkun's trac ticket updateI removed the TRAC_MODIFY (and all
permissions) from "authenticated" on Trac.

Exarkun's update to #2936 was what made me think of this.  That ticket
wasn't migrated (it's for version 0.8.9 with no milestone).

At the same time, I started getting alerts for new spam signups.  Which is
weird, since I didn't change any configuration (it's set at the filesystem
level, not via UI).  I'll see if I can figure out how to stop that (we
shouldn't be allowing any new registrations at all!)
