Huh, apparently un-checking the
    Allow users to register for a new account.
does not, in fact, prevent users from registering a new account.  Rather,
it appears to disable spam filtering on new registrations.  Furthermore,
despite not being able to save the settings, apparently those settings take
effect until the next restart of apache.  I restarted apache, and afterward
am told my new-account registration is considered spam.

I'll just leave things there -- Trac's a little too fragile for my
attention, it seems.
