[users at bb.net] Make buildmaster eight skip a group of build numbers

Hi Ryan,
The way this is done in eight is that buildbot scan for build 'pickles' in
the build dir. It only looks for files names find out nextBuild number.

If you copy the last build pickle 100 times in order to force that number.
This is utterly not scalable and a reason why buildbot eight takes so long
to start after thousands of builds..

Latest version of buildbot do not have this issue
