AngularJS 1.3 dropped IE8 compatibility

I think this is the reason why you cannot make buildbot work with IE8.

I would advise you to upgrade your IE version, or use  an alternative
browser.
How were you able to install buildbot without internet access?
Can't you also install a recent browser?
