[devel at bb.net] Plans for another beta this week

Per the meeting just now, Pierre will ship beta5 tomorrow.  After that,
we'll have a "soft" change freeze where Vladimir gates all of the pull
requests, and we prefer to bitrot PRs rather than Vladimir's work.  That
should last about a week.
