Here's the first draft of my proposal. I've tried to consolidate all the
discussion that occurred on this thread in this proposal along with a few
new ideas

@Mikhail: Please note that I haven't *explicitly* addressed all your points
from [1] (though some of the points have been addressed implicitly). I'll
do that first thing tomorrow.
