[Buildbot-devel] progressMetrics documentation?

ETA is specific to a builder -- it's an ancient implementation from
when we all had one C++ program in CVS that we checked out cleanly and
ran 'configure; make; make dist'.  It really wasn't even upgraded to
support incremental builds.
