Ok, I see.  There is no good reason to create `buildbot-common` package 
right now, but in future, if more code duplication will arise, I think 
creating of `buildbot-common` is most preferrable.

Symlinks on windows are broken, at least on Windows 7 and below: you 
need NTFS filesystem and either software for creating symlinks, either 
administrative rights.
