[Buildbot-devel] Reconfig may eat SVNPoller's commits

 How to reproduce ?
1. Declare a SVNPoller with a customized function in master.cfg as "spli_file".
2. Do a few commits before SVNPoller begin polling, and then do a reconfig.
3. SVNPoller will start polling and mark the lastest changes(revision) of the repository as its initial ones.

Why ?
1. Whenever exec master.cfg, each function is UNIQUE, even though its content hasn't changed.
2. "split_file" is comparable in SVNPoller.
