[Buildbot-devel] Waterfall timezone

For anyone who would like to modify the BuildBot display times, without
changing the timezone on the whole server, you can do as I did and just
change the timezone in your shell environment before
starting/re-starting the master.
For example:
export TZ=America/Los_Angeles
I needed to do this since the BuildBot server is in America/New_York,
but we're using Perforce(P4) from servers in America/Los_Angeles, and
unfortunately, P4 doesn't properly account for timezones with it's CLI
tools, at least not in the versions we're using.
