[Buildbot-devel] Discussion of the Fiscal Sponsorship Agreement with Conservancy

I've attached a new draft of the FSA.  This:
 * Names the signatories "Buildbot Contributors" and the committiee
"Project Leadership Committee"
 * Limits PLC membership to one person per company.  I know there was
a suggestion of percentages, but that math gets tricky and I expect
we'll be small enough for this to be adequate.  The PLC can always
amend things later if that becomes necessary.
 * Spells out the decision-making process

There are a few open questions embedded in here, too, probably for Bradley.
