The concepts section of the manual isn't really designed for the
config-writer.  The idea is that it describes how Buildbot works
conceptually.  It might be good to call out which parts are specified
in the configuration file, as opposed to those that are entirely
dynamic, but in a way I feel like that should be obvious - you can
configure a scheduler, but you wouldn't type a buildset into your
configuration file or you'd have to reconfigure for every commit..

Note that I said *should* be obvious - it's entirely possible that's
not obvious from the manual right now!
