That line is still present.  I'd be interested to be pointed to a
standard that indicated the correct "charset" to include in the
generated MIME output.  If "utf-8" is obviously correct and "utf8" is
obviously wrong, I'll change it, but if they're both reasonably
legitimate, then I would worry about the change causing failures for
people expecting "utf8".
