Adam Slater just added some support for MailNotifier only sending mail
for whole BuildSets, which may help.  In general, Buildbot's ability
to make more intelligent decisions regarding notifications is limited
by the availability of information on other builds, which are all
stored in pickles.  There's no efficient way, for example, to find the
most recent failed or passed build on a particular branch.
