This is one of those cases where Buildbot's wide suitability is a
problem. People have *very* specific ideas of who should be listed as
responsible for a build failure, who should get emails, and so on.
These always seem self-evident within the particular buildbot
application, but are different from project to project.
For the most part, the implementation assumes that anyone who has
committed since the last build is potentially responsible for the
failure of this build, which applies in many cases. It would be good
to make this behavior configurable, though.
