[Buildbot-devel] how to add a blamelist?

I have added a SVN step in my factory, just as:
 
f1 = factory.BuildFactory()
f1.addStep(SVN(mode="copy",
            baseURL=https://svnpool/testproject,
            defaultBranch="trunk/test/"))

But my blamelist is still null , why?
