[Buildbot-devel] 0.7.12 release

Brian, Dustin,

could we have a round of reviews on the schedulerdb stuff before the merge?
I personally would like to take a look at a stable version to figure out how
those changes impact my ability to hack on buildbot stuff and implement
builds on top of it.
