That much is done, and patch speedup-weboverhaul-1.patch is recorded.
It's only vaguely functional at the moment, but the storage and web
equipment are largely in place.  I would love to hear any feedback on
this, both from buildbot hackers and from Twisted experts (since I
added a *lot* of deferreds via the storage interface).

I'll admit that I'm embarrassed at the mess I made out of the
waterfall.  I tried to break the problem down into its functional
components, but apparently missed some subtleties of when spans begin
and end, etc.
