[Buildbot-devel] Concurrency patch (#48)

Does anyone else have feedback on this patch series?  I'm using it
successfully to avoid overloading my VM host system without any trouble.  
I think it fits with the general model of Buildbots, but I'll be happy
to resubmit if someone reviews it and makes suggestsions.
