I'm not very familiar with buildbot's internals, so I can't really comment
on technical details. But I think it would certainly be a good idea to
find an incremental path towards the end goal, where individual functionally
self-contained, small patches could be submitted. That would probably have
the most chances of getting considered for inclusion.

If multiple assignments are already possible as you say, it sounds as if
that would indeed be possible.
