[Buildbot-devel] Fix for wrong user in p4poller

Perforce did some special sauce for security levels 0 - 3, 3 is where they were doing tickets for logins...
When we were testing we found that tickets didn't always seem to get created using the environment variables in our scripts - but, when we passed it on the command line it worked...
It might have just been an error on our part - but, the command line passing hasn't failed yet and the environment vars failed randomly for us...
So, no "good" reason - just a "it worked" reason...
