That's lost the context somewhat - I was saying that was the key idea to
take away from the webpage I gave the URL for (rather than using PHP or
the exact mechanics suggested by that webpage).

I'm not saying you shouldn't be told which timezone it is - just
suggesting what the default timezone to use should be.
I generally know how to convert to nearby timezones to the one I live
in, but struggle for more remote ones, and I've noticed this seems to
be true for most people.
I'm in the UK and know mainland Europe is mostly on CET (one hour ahead
of GMT). Daylight saving time changes aren't always synchronised though.
But I always have to check how to convert a US timezone - I know the
difference is something like 8 hours, but not exactly which timezone
that's for.
And while it's possible to run a web browser in a different timezone to
the one you're in, it's rather unusual.
