 Nothing happens. I've increased the timeout to 100 seconds or so, and it
 will still eventually timeout.
 When in this state, we cannot reconfigure until we restart the master
 process.

 > A reconfig shouldn't interrupt anything going on with the slaves.
 It doesn't. A restart does. The restart is needed to be able to eventually
 reconfigure again.
