#3488: drop python 2.6 support

Comment (by rutsky):

We should separately consider dropping Python in master and worker part.

IMO Python 2.6 should be dropped in both master and worker parts.

Master in nine have new dependencies and it's configuration files are not
compatible with eight branches, so switching from eight to nine will
require manual migration anyway, and I think including Python upgrade in
the migration is not critical for end user.

As for worker part there is no reasons for end users to modify working
`buildbot-slave` (until new features will arrive into worker).
And for new installations users still can chose either to use new Python
2.7's `buildbot-worker`, or use old Python 2.6's `buildbot-slave` (or even
 older versions for older Pythons).
