 Took me a while to track this down.  Looks like if SKIPPED is returned
 from the run of a new-style step, the internal finished function gets
 invoked twice & an exception thrown because that's an error.

 I can't tell if this is a problem in 0.9.0 - this part of the code has
 changed.
