[users at bb.net] DockerLatentWorker "worker preparation" timeout

Hello,

We are using Buildbot for our CI, and we use mainly DockerLatentWorkers. We
have noticed that if something goes wrong in the "worker_preparation" step,
in some cases there is a 1 hour timeout. Is there any way to make that
timeout shorter?
