[users at bb.net] can't "pip install buildbot-slave==0.8.14"

I can't seem to "pip install buildbot-slave==0.8.14" on Windows anymore.

C:\Buildbot>pip install buildbot-slave==0.8.14
Collecting buildbot-slave
Collecting 0.8.14
  Could not find a version that satisfies the requirement 0.8.14 (from versions: )
No matching distribution found for 0.8.14

I checked pypi and it only lists 0.8.12 so I tried that instead.  Same result.

I can't upgrade to 0.9 at this time so I need 0.8.14.

Is this expected to work (on Windows) or did the pypi/pip config get messed up?
