[users at bb.net] wsgi_dashboards plugin and buildbot reconfig

Simpply trying the example on latest docs and bbot 9.5.

When I reconfig the master, the changes I make to the main function

@mydashboardapp.route("/index.html")
def main():
    ....

do not apply. For them to take effect I have to restart the master.

Anybody experienced this?
