We continued to discuss TLS support.  Georges Racinet has been working on
this in https://github.com/buildbot/buildbot/pull/2387 and is close to a
solution.  Using the new functionality requires a newer Twisted, though --
16.0.0.  We agreed to put some work into backporting that to Twisted 14 and
15 where possible (seems trivial) and requiring those versions.  This won't
land before 0.9.0, so the requirements will change in 0.9.1.

We also talked about the hung connection timer.  This exists to catch the
case where the worker tries to connect to an HTTP port, which generally
results in a hang.  It was added in
https://github.com/buildbot/buildbot/commit/e2ceec8597a7ea6ac1bec2beba2fac3b6c7aee07
