[users at bb.net] make prebuilt_frontend

I'd like to thank the people that committed themselves so that ``make
prebuilt_frontend`` exists (and works).
It must have been a significant effort.

This is by far the simple way to have an up to date web UI, and even for
people familiar with the node/npm/gulp stack, this kind of separation of
concerns is precious. For instance, current master is unusable with
0.9.0b7 javascript UI, but the prebuilt JS libs are good enough.

That being said, I became aware of it by reading www/README.txt, maybe
we should advertise it a bit more in the development doc ?
