[users at bb.net] Creating custom webhook under /change_hook/ url

I would like to create a custom webhook that receives notification
from a different service that is not under buildbot.www.hooks. Is
there a plugin method I could use or do I need to fork buildbot and
add files to that directory?

I am using buildbot 0.9.0b9
