[users at bb.net] working dir issue

I just experienced a strange issue with 0.9.0b9 where the current working directory (for a step in the middle of a long running build) was set from a completely different builder on a different worker.

I'm going to see if it still happens after I upgrade to the release version. But definite cross talk happening.
