[users at bb.net] How to test a notifier

Is there an easy way to test a notifier from the command line without
having to initiate a build?

I'm trying to create a custom notifier, and I'm trying to find a faster
test path than having to make a commit...wait for a build to start...wait
for the build to stop and then finally call my notifier.
