Yes, in fact this just came up in some discussions a week or two ago.

The project is a little bit open: your proposal will need to describe
*what* you will do, as well as on what schedule.

The main idea of the bug is to make sure that the documentation and the
code say the same thing.  We have a lot of little issues where the
documentation and code differ a little bit, and that really frustrates our
users.
