Dynamic force scheduler option that depends on other options?

This is something that can be done with some javascript hacks in buildbot
eight.

In nine, this is currently feasible with a parameter plugin, but I think
this is important enough feature to deserve a "battery-included"
DynamicChoiceParameter.
This has yet to happen though.
