[Buildbot-devel] lazy logs a bit too lazy and que'ed requests not being processed

DOWNLOAD PROGRESS keeps increasing during the step's execution. Just
nothing is being shown.
Also this sounds suspicious: The response was buffered before delivery to
the client.
