[Buildbot-devel] Require Twisted-11.0.0?

OK, sounds like this is fine to go forward with.  Two clarifying
points I should have included in the original message:

1. This is only *required* on the master.  When we transition to the
new slave protocol, we'll probably require it on the slave, too.

2. Most folks seem to install with virtualenvs, so versions available
in the distro are not terribly important (RHEL6/CentOS6 still has
8.2.0!!)
