True, that, but reducing the skew by losing slow slaves will at
least reduce the amount of time people are mystified.

But maybe this really is a bug in buildbot itself;
should problem emails for change X+1 go out before
change X finishes building?
I could imagine that might want to be a setting on the mail status object.
