We've had discussions of this sort of thing periodically.  Jenkins is
different from Buildbot, and both have their strengths and weaknesses.
 Buildbot's extremely flexible configuration interface is, in fact, a
strength.  In some cases, that may make Jenkins a better choice -
particularly for simple projects where the build process fits Jenkins'
model well.

It's certainly possible to customize Buildbot's configuration - either
to make it declarative, or to add web-based configuration support.  It
just remains to find someone to do it :)
