[Buildbot-devel] Support for Github Pull Requests

My initial idea was to have builds automatically triggered whenever a pull
request hook fires, but I like the idea of a forced scheduler with
authentication as a way to mitigate the security risk.

Dustin, could you explain why polling github would be better than using
their hooks? With my limited knowledge on how buildbot manages changes, its
unclear to me why the changes need to be handled in a different manner than
`master/contrib/github_buildbot.py`.
