I think this is http://trac.buildbot.net/ticket/1992, if you want to
update that rather than add a new bug.

If this is reliably fixed by not doing the tricky fork thing, then we
can change the startup process.   However, that's going to be a good
bit of work, so I'd like to be sure first.

For what it's worth, I can't replicate this locally with your script -
works great for me for a hundred reps at least.  That may be different
versions of Python (2.7.3) or Twisted (12.1.0 or 10.0.0).  There's
*some* platform dependency here..
