[Buildbot-devel] Git's retry doesn't work.

Master side have retryFetch, seems not working either. BTW, retryFetch is
boolean, that's not as better as client side's retry since it cannot
control how long to wait and how many times to retry.
Master side also has retry in Source build step, but it's not used at all.
