The main distinction there is on the basis of license (we allow
non-GPLv2 source in contrib, if absolutely necessary) and maintenance.
 Basically, if someone is only willing to say "here's my file take it
or leave it", I'll take it .. and leave it in contrib.  If they're
willing to patch it to meet review standards, and add tests and docs,
and generally leave it in a maintainable state, then it can go into
buildbot proper.
