[Buildbot-devel] add IPMI hooks on the master side when the source code changes

In my setup I just run a slave on the same host as the master to co-ordinate
this sort of thing. You could connect that slave to your hooks and have it run
the IPMI commands (with MasterShellCommand steps if necessary). Not sure if
there's a better way to do this, but I think it should do the job anyway.
