It's time for 0.8.6!

http://trac.buildbot.net/wiki/ReleaseProject still lists a number of
0.8.6 bugs.  I've been conservative in what I've assigned to this
milestone, so most of those actually need to be solved before release,
rather than moved to the next milestone.

Once that bug list gets down to 0, I'll ship it.
