I was mostly just griping that the beta releases have caused a lot of pain
that we really can't fix in already-released versions of Buildbot.

In particular, putting betas on pypi is a bit mean to users, since it
coopts anyone unlucky enough to install as a beta tester.

But now I see what you mean about version comparisons.  The change you
suggest is correct.
