It's standard debian sorting, I think; 0.8.0b2 < 0.8.0.

In this case, I'm using it because I grabbed buildbot from the 0.8.7
branch of git,
which automatically grabs the latest version above 0.6 and below 0.8.
And since 0.8.0b2 < 0.8.0, QED.
Or are you asking whether python's ecosystem should have a way to
tag things as beta, and not give them out normally?
