FWIW, usually I've done this by setting the maxdelay to something
reasonable like 10s.

I'm not opposed to changing the behavior of SIGHUP.  SIGTERM is
definitely not the right thing for a graceful shutdown, though.
SIGUSR1 is a good option!

This will need to be loudly proclaimed in NEWS.
