[Buildbot-devel] required fields forcing a build

You could probably create a step at the beginning of your build that
looks for certain build properties and fails or not based on their
existence.  Perhaps set a property if the build was scheduled or for
the name and reason if not.  It's suboptimal but it would get the job
done.
